Country Village Community Rules Overview

Exterior Change Form
The developer established the Country Village Homeowners Association and promulgated rules and by-laws by which the community would be run. These were detailed in the initial filing with the New York Department of State in February 1988. Initially the rules were enforced by the developer; however these were eventually handed over to the residents to administer. These by-laws were established to ensure the proper upkeep of the buildings and property to both maintain and enhance property values within the community.
By virtue of being attached to one another, what our neighbors do or do not do does affect not only the other units in the adjoining building, but the overall appearance of the community. Therefore, over the years, the elected board of directors has promulgated additional Community rules to maintain the desirability of the community.

Prior to making any exterior changes, a request on an EXTERIOR CHANGE FORM must be submitted to the management company explaining, in detail, what will be done and when. It is then evaluated and a response is provided to the resident. Prior approval is required for any Painting, Roofing, Driveways, Door/Window replacement, Patio, Walkways, Deck or Fence Staining, Painting or Replacement, Gutter installation, Significant Landscaping Changes, Replacement of Exterior Lighting or any other major exterior change to ensure that these improvements will not deter from the community.
A FENCE POLICY was developed to ensure that all fences (replacements or new) conform to the approved size and style to ensure a uniform appearance throughout the community. *NOTE: This is an UPDATED fence policy that has been issued and goes into effect 10/17/23.
VEHICLE PARKING rules have been drafted to coincide with the Guilderland Town Code which prohibits parking on lawns, and parking commercial vehicles in residential neighborhoods. We also have restrictions on vehicle storage, trailers, recreational vehicles, boats, jet skis, motor cycles and campers in addition to town code restrictions. It is also prohibited to operate any motorized vehicles on or about common property.
The Town of Guilderland prohibits on-street parking from Nov 1 to April 1 from 2 AM to 7 AM to facilitate snow removal.
To reduce noise, traffic, costs, and trash pail visibility in the community, a single vendor removes TRASH in the community at significantly reduced rates due to volume and exclusive rights. This program eliminates, among other things, garbage trucks visiting the neighborhood multiple days of the week and unsightly trash pails at the curb or stored in driveways or fronts or sides of homes. Wednesday is the current pickup day. Trash pails shall only be put out no earlier than Tuesday Evening and removed and stored out of sight by 9 AM Thursday. Residents are not obligated to subscribe to trash removal services and may bring their own trash to the town transfer station if they so desire.
To provide a pleasant appearance and reduce clutter, FOR SALE/RENT SIGNS are only permitted on weekends and must meet certain standards. In ground posts are prohibited. No other signage is permitted on or about the property.
In order to prevent unsightly installation of satellite antenna’s, a policy has been developed to insure the owner’s right to install these does not result in them contributing negatively on the community. An Exterior Change Request must be submitted prior to installation in order to assure that the antenna will be
installed in the least visible location necessary to assure adequate reception
A NEWSPAPER BOX program has also been drafted to insure that those residents desiring a newspaper box, install one in compliance with established design criteria.
Front porches, fronts and sides of homes should be kept neat and clean, free from debris and not used to store snow blowers, bar-b-ques, firewood, wheel barrows, bicycles etc.
The Board has also developed guidelines for the type, installation, and location of Rear Yard Sheds.
Christmas/Holiday Decorations must be taken down two weeks after the holiday.
The Country Village Lawn and Grounds Maintenance Resolution has been added to clarify requirements for maintaining exterior property in our community.
The Board of Directors have also developed guidelines for residents wishing to install BASKETBALL HOOPS and SMALL WADING POOLS with certain restrictions.
To maintain uniform appearance of units, an Air Conditioner policy has been established. Specifically related to windwo units.
Also to maintain the community resale values, the Board of Directors have developed a Rental Policy applicable to all units (The Leasing Worksheet can be found here). And finally, our managing agent conducts yearly Community Inspections of fronts and backs of homes to ensure units are being properly maintained and communicates findings with home owners.
Developed and approved by the Board of Directors in August 2023, we now have a Deck Standards Resolution to guide residents wishing to change, upgrade or repair their decks.
While no one likes to be told what they can and cannot do, simply due to the nature of our community, an independent third party is necessary to help enforce the rules and assure that the neighborhood remains appealing and desirable so as to protect and improve the property values of all residents. Your voluntary
